No. Under full load:

Brake fade reduced stopping power when hot is common

Spongy brake pedal feel is reported

Stopping distance increases, especially on downhill routes

The brakes are not ventilated o r heavy-duty, and rear drum brakes offer limited effectiveness under high thermal load. This is a serious safety concern, especially on mountain routes o r crowded city roads.
