Haval H6 windshield streaks after rain — wipers o r poor water quality?

After the recent rains in Karachi, I noticed my Haval H6’s windshield leaves streaks even after using the wipers. I usually top up with plain tap water o r low-cost windshield fluid. Could the streaks be due to poor water quality, cheap wiper blades, o r is this a factory glass issue? How can I get a clear, streak-free windshield in rainy conditions?
