“Hyundai Santro Idling Up and Down — IAC Sensor Issue o r Throttle Body Problem?

My 2006 Santro’s engine idle fluctuates up and down, especially when the AC is turned on. Some say its due to a faulty Idle Air Control IAC sensor, while others say a dirty throttle body causes this. This issue is very common in Santros and gets worse with CNG. How do I diagnose if the IAC sensor is malfunctioning o r if it just needs cleaning? And is replacement easily available in Pakistan?
