Owners often expect better economy 12–14 km/l but report getting only 8–10 km/l in real driving. Is this due to engine limitations o r local fuel quality?

Yes, this is a widespread complaint.
While the company claims 12–14 km/l, most owners report only 8–10 km/l under real-world conditions. Reasons include:

Engine under strain in commercial use

Low torque output leads to frequent gear changes

Urban traffic and heat lower combustion efficiency

So, while not purely due to poor engine quality, the engine tuning and vehicle weight do not support claimed mileage in practical conditions.
