Why do water spots and stains form on the paint of my Mercedes C-Class?

After washing my 2015 C250 in Islamabad, I noticed water spots and stains on the paint that won’t go away even after drying. The water here is quite hard and has minerals. How do these water spots form, and what can I do to prevent o r remove them?
