Why does my BMW 2 Series windshield get streaky after washing o r rain in Pakistan?

After washing my BMW 220i o r during rain in Lahore, the windshield develops streaks that reduce visibility. Is this caused by the water quality, wiper blades, o r something else specific to Pakistani conditions?
