Vehicle Ownership Transfer help Required

I am looking to buy a 1991 model of Mehran. The seller informed me that the original file of the vehicle was with the Punjab Excise department, but the car is registered under a Multan number in the name of the current owner. The seller has the original plates and a smart card for the car.

I am unsure if I should go ahead with the purchase without the original file. Additionally, I am curious if there is any policy regarding the collection of vehicle files by the Punjab Excise department and if these files are now present with them.

Could someone provide me with advice regarding this matter?

Why are you in such a hurry to buy a car that seems questionable? Its better to be cautious and avoid it, as the seller could potentially be involved in fraudulent activities
