Islamabad Launches High-Tech System to Stop Car Theft

In a major move to enhance car safety in Islamabad, the city’s Excise and Taxation Department is introducing cutting-edge technology to combat the rising issue of Islamabad car theft. This initiative is part of a broader car theft crackdown aimed at curbing vehicle theft in Pakistan.

Excise Director Bilal Azam announced that new "third number plates"—specially designed high-tech tags—will soon be installed on all registered vehicles. These tags are trackable through the Islamabad traffic security system, using Safe City surveillance cameras. Even if a vehicle’s original number plate is replaced or removed, these secure tags will still allow the car to be identified and monitored.

“These anti-car theft systems are designed to make it nearly impossible for stolen vehicles to go unnoticed,” said Azam. “Unlike regular number plates, these third plates are tamper-proof and can’t be easily removed.” With this upgrade, tracking Islamabad stolen cars will become faster and more accurate.

Alongside this initiative, the department is launching a completely paperless and digital vehicle transfer system. Car ownership will now be transferable through a smartphone app using facial recognition and biometric verification, eliminating the need for physical visits or documents. This system will also detect unpaid taxes and fake number plates, helping law enforcement respond in real time.

Thanks to its digital transformation efforts, the Excise Department collected a record-breaking Rs. 23.34 billion in taxes last year. With the implementation of car theft prevention strategies and smarter tech, police car theft investigations are expected to become far more efficient and successful.
