New Car Rules in Pakistan - Jail & Big Fines Imposed

In a landmark move, the federal cabinet of Pakistan has approved the country’s first comprehensive Car Safety Law Pakistan, officially titled the Motor Vehicles Industry Development Act. This new framework sets the foundation for enforcing minimum safety, performance, and environmental standards for all locally manufactured and imported vehicles, marking a major shift in Pakistan Vehicle Rules.

According to officials, violators of this newly approved Traffic Law Pakistan may face jail sentences of up to three years and monetary penalties of up to Rs 10 Million Fine. The primary aim of the legislation is to align the local automobile sector with global safety benchmarks and introduce stringent accountability measures.

Strict Penalties for Non-Compliance
As outlined in the law, no vehicle—whether locally assembled or imported—can be sold without proper registration and a valid certificate of conformity. Manufacturers and importers failing to meet the safety standards could face Driving Offense Penalty, including up to one year in prison or a minimum fine of Rs. 500,000. Furthermore, not issuing a certificate of compliance can lead to a six-month jail term. Failure to recall defective models could result in a two-year imprisonment or a fine of at least Rs. 5 million.

Refusing to act on recall instructions issued by the Engineering Development Board (EDB) will be considered a serious offense, with a mandatory three-year jail term or a Rs 10 Million Fine. This clause is expected to address longstanding concerns about Jail for Unsafe Cars circulating on Pakistani roads.

Updated Import Rules and Vehicle Specifications
Only certified companies with licensed capital and vehicle import as their core business function will be allowed to bring in vehicles requiring repairs. However, baggage and gift scheme imports remain exempt from these provisions. This aligns with updated Car Law 2025 aimed at professionalizing and regulating the import market.

As part of the law’s broader scope, all vehicles must display detailed technical specifications such as size, weight, passenger capacity, and designated usage. Electric vehicles (EVs) are also included under the new Pak Road Safety Law, with mandatory listings of battery types, performance indicators, recycling protocols, and charging requirements.

Government Empowered to Enforce Recalls
Should any vehicle or its component be identified as a safety risk—regardless of prior approvals—the manufacturer or importer must issue a recall. If not acted upon, the EDB holds the authority to independently launch a recall process, ensuring immediate public protection.

The bill has now been forwarded to parliamentary committees for detailed evaluation and is expected to be tabled for a final vote in the coming weeks. Once enacted, this New Driving Laws framework will be one of the most significant upgrades in Pakistan Vehicle Rules in decades.
