. Is the 2.0L Engine in the Hyundai Elantra Fuel Inefficient by Design?

Ive heard that the 2.0L MPI engine used in the Pakistani Elantra is known to be less fuel-efficient compared to 1.6L o r turbo engines in other markets. Is this a design limitation o r a software tuning issue? If so, is there anything I can do to improve mileage, o r am I stuck with this performance in Pakistani road conditions?
