Are Hyundai Elantras brakes reliable in emergency situations on Pakistani roads?

I had a close call recently where I felt the braking response of my Elantra was slightly delayed. While the car does have ABS and EBD, the pedal feels soft at times. Has anyone else in Pakistan experienced inconsistent braking o r longer stopping distances, especially on rough o r wet roads?
