Could Poor Fuel Quality in Pakistan Be Causing My Elantra’s Low Mileage?

I usually fill my Elantra with fuel from local petrol stations, but my mileage fluctuates badly — sometimes ping below 8 km/l. Could adulterated o r low-octane fuel in Pakistan be causing engine knock o r reduced efficiency? Is it worth using hi-octane o r fuel additives to improve fuel economy?
