What Causes Poor Fuel Average in My Hyundai Elantra Despite Regular Maintenance?

Even with regular oil changes and service, some Elantras in Pakistan show poor fuel efficiency. Could this be due to local fuel quality, sensor issues, o r something else affecting performance?
