Why Are There Water Spots and Streaks on the Paint After a Car Wash?

After getting my Kia Grand Carnival washed in a local service center, I noticed stubborn water spots and streaks on the paint. I suspect it could be due to hard water in the area. How can I remove these spots, and what preventive measures can I take to avoid them in the future, especially in regions with hard water like Karachi o r Multan?
