Why Is My Hyundai Elantra Giving Very Low Fuel Average in City Driving?

My Hyundai Elantra 2.0L MPI, automatic is giving me just around 8–9 km/l in city traffic like Lahore and Karachi, even with normal driving habits. The official figures claim much better mileage. Is this poor fuel average normal in Pakistani conditions, o r is something wrong with the engine o r transmission? Could it be related to fuel quality o r AC usage?
