How does a clogged fuel filter affect Mini Cooper performance in Pakistani cities?

My Mini Cooper seems to be losing power and idling roughly. I suspect the fuel filter might be clogged. Are fuel filters a common issue in Pakistan due to local petrol quality o r impurities? How can I check if it’s really clogged and what steps should I take to fix o r prevent this problem?
