New Juvenile Driving Permit for Teen Motorcyclists in Punjab

Punjab Police now plan to let 16- to 18-year-olds ride bikes legally. They propose a Juvenile Driving Permit (JDP) to manage young riders better. This change could affect about 7 million teens in the province.

Why The Police Proposed This

For a long time, the government strictly banned underage riding. But, this ban created big problems for police to enforce.

Many teens ride bikes anyway, but without a license.
The ban made the number of unlicensed riders go up.
Recent crackdowns, like students being arrested, caused public upset.

So, police need a new, smarter solution.

How The New Permit Will Work

The JDP aims to create a safe, legal system for young riders. IGP Dr. Usman Anwar sent this plan to Chief Minister Maryam Nawaz.

The JDP will allow teens to ride motorcycles legally.
It creates a structured and monitored system.
The plan requires changes to the Motor Vehicle Ordinance and Rules.
This framework promotes more responsible driving habits.

Officials noted that other countries already allow supervised permits for 16- and 17-year-olds. For example, nations like India, Malaysia, and New Zealand use similar systems.

What Else Did The IGP Suggest?

The proposal also includes other key road safety updates. These aim to make roads safer for all drivers, not just teens.

The IGP suggested:

Removing the “notified roads” rule.
Making seat belts mandatory for all drivers on public roads.

These changes would significantly improve safety across Punjab for everyone. This proposal shows that the police want a better balance between enforcement and practical safety measures.
