The Punjab Government has recently introduced a comprehensive Lahore emission test system known as the Emission Test System (ETS) for vehicles in the city. This system is gradually expanding to the rest of the province.

Q: What is the reason behind launching this emission test system? Is it part of a new law?

Mr. Sajid: This initiative is not a new law, but rather a revision of the existing environmental regulations. With pollution in Lahore increasing each year, especially in winter, research shows that vehicle emissions contribute over 80% to air pollution. Previously, only commercial vehicles were targeted by the traffic police and transport authorities. However, they account for only a small share of the problem.

Now, the system also covers private vehicles, motorcycles, and rickshaws, as they significantly contribute to the pollution levels.

Q: What does the ETS test check in vehicles?
The ETS is checking car emission check levels in all small four-wheel vehicles and bikes. If a vehicle exceeds the levels set by the National Environmental Quality Standards (NEQS), it won’t receive the emission certificate Lahore. Owners then get seven days to tune the engine and return for a retest. If the vehicle passes, a green certificate is issued.

Q: Are buses and coaches the main cause of smog?
Not really. In Lahore, there are about 2 million private vehicles, 4.5 million motorbikes, and between 0.5 to 0.6 million buses and trucks. Even though buses emit more pollution per unit, their low numbers mean that bikes and small cars release a higher overall volume of pollutants.

Q: Is ETS only for Lahore, or will it be available elsewhere?
Right now, vehicle Emissions test Lahore is only happening in Lahore, but the goal is to roll it out across Punjab. All private vehicles, bikes, and rickshaws in the province will eventually need to pass this test to stay on the road.

Q: Where are the emission testing booths located in Lahore?
Currently, there are multiple Lahore vehicle inspection booths across the city:

Q: What are the emission standards used in this test?
We follow the NEQS guidelines. Vehicles must stay within the defined limits. If they fail, they don’t receive the certificate. The good news is that about 90% of the tested vehicles pass easily, especially newer models. Only 10% (mostly older than 15–20 years) fail initially.

Q: What should car owners do if their vehicle fails the test?
It is usually a small issue. We suggest visiting a workshop to tune the engine, clean or replace the catalytic converter, and then retest. In most cases, major repairs are not needed.

Q: Is the ETS service free right now?
Yes, currently the pollution test Lahore is free. However, a fee structure will be introduced soon.

Q: What is the current deadline for getting the vehicle tested?
The government has extended the emission test deadline to 30th June. Each test takes just 5 minutes, and around 700 to 800 vehicles are processed daily. After this date, emission testing fines will be imposed:

  • PKR 2,000 for the first offense
  • PKR 5,000 for the second offense
